Essential Duties and Responsibilities

  • Develop Construction Execution Strategies for capital projects;
  • Develop Acquisition Strategies for Subcontracted Construction and/or design/build contracts;
  • Develop/support development of Large Construction Contracts;
  • Occasional oversight of large Construction Subcontract execution;
  • Develop/maintain Subcontract functional policies, procedures, and guidelines;
  • Support development and standardization of subcontract documents;
  • Support Constructability reviews and Title II support to capital projects; and
  • Manage all aspects of construction projects and maintenance activities on multiple complex multi-million-dollar projects critical to SRS operations Responsible for a variety of less significant projects managed by less qualified project managers from conceptual design to completion with primary responsibility for safety, quality, schedule and cost.

Education and Licensure

  • Bachelor's degree in a technical discipline and at least 15 years (15-17 years preferred) of practical experience in construction or equivalent combination of education and experience is required; an associate's degree and at least 17 years (17-19 years preferred) of practical experience; or a high school diploma and at least 19 years (19-21 years preferred) of practical experience are considered equivalent.

Skills, Experience and Qualifications

  • In-depth knowledge of construction, cost and scheduling, subcontract administration and the ability to develop or evaluate construction strategies and techniques. (required)
  • A highly comprehensive knowledge and understanding of project management and project planning the tactical level would be ideal, along with a knowledge of operations, maintenance, or project startup and construction management and construction subcontracts. (required)
  • Due to federal contract security requirements, this position requires U.S. Citizenship. (required)
  • Due to federal contract security requirements, candidates must be able to successfully pass a federal background investigation to secure and maintain DOE Q security clearance. (required)
  • Health & Safety training, medical monitoring, and client-driven drug and background testing. (required)

Preferred Qualifications and Location Details:

  • Experience with developing large construction contracts for line-item capital projects.
  • Experience with oversight/management of subcontract/STR programs at Savannah River Site.
  • Experience with development of STR policies/procedures at Savannah River Site.
  • Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years are preferred.
  • Experience in developing requirements for software.
  • Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years are preferred.
  • Aiken, SC – 100% onsite position. Local candidate or willing to relocate at own expense.
  • Duration of the Contract: (1) year, (2) 1 year option periods
  • Mon- Thurs 6:00a-4:30p
  • Projects Supported: Functional support role for the overall organization.
