Overview

We are seeking an exceptional Army, Environmental Program Lead in the Western U.S., including in Seattle, WA; Los Angeles, CA; Oakland, CA; Sacramento, CA, or any of our other Western U.S.-based Geosyntec offices. Hybrid or remote work may be available at the Company’s discretion.

 

The ideal candidate is interested in leading and contributing to innovative and challenging projects involving contaminated multi-media (groundwater, surface water, soil, sediment, and soil vapor) investigation and remediation. The candidate should have a strong background in related engineering services that include environmental engineering or hydrogeology/geology. The ideal candidate should be familiar with hazardous, toxic, and radioactive waste (HTRW) and environmental remediation services (ERS) scope elements under U.S. Army Corps of Engineers (USACE) contracts.  This role focuses on business development and technical leadership in federal contracting, including the sales, financial and technical evaluation, design, permitting, and project implementation stages. Our primary federal client base includes the USACE; while our secondary federal client base includes the Department of Interior (DOI) such as the Bureau of Reclamation (BOR), Bureau of Indian Affairs (BIA), as well as other governmental and institutional clients.

Essential Duties and Responsibilities

  • Business development and client management, with a focus on securing federal contracts primarily with USACE and other Federal agencies.
  • Develop and implement strategic growth initiatives, leveraging industry relationships and knowledge of federal procurement to win work.
  • Identify potential contract and task order opportunities, develop capture strategies, and collaborate with a team of technical and marketing specialists to implement business development initiatives.
  • Program, project, and task management, including proposal preparation/management, client interface, project planning and implementation, budgeting and budget management, adherence to schedule, safety, quality, client satisfaction, and profitability.
  • Build and maintain strategic relationships with Federal clients and industry partners.
  • Attend conferences, Industry Days, Society of American Military Engineers (SAME) post events, pre-proposal meetings, and other opportunities for developing business and engaging Federal clients and industry partners.
  • Lead and contribute to technical projects involving environmental investigation, remediation, and associated tasks including but not limited to technical investigations, evaluations, studies, risk assessment, and engineering during construction.
  • Manage and mentor staff while collaborating with national subject matter experts (SMEs) and internal teams to strengthen technical capabilities and service offerings.
  • Prepare and review technical reports, letters, memoranda, proposals, and design documents.
  • Engage with clients, regulatory personnel, and internal local market leaders to develop winning proposals and deliver technical solutions.
  • Conduct cost estimating, technical approaches, and project scheduling to support proposal development.
  • Oversee subcontractor management and ensure compliance with Federal Acquisition Regulations (FAR) and contract requirements.

Education and Licensure

  • Bachelor’s degree in civil or environmental engineering, or related field. (required)
  • Professional registration (P.E.). (preferred)

Skills, Experience and Qualifications

  • At least 8 years’ experience (10+ years preferred) focused on federal procurement, business development, and project management related to environmental projects; or equivalent combination of education and experience. (required)
  • Strong understanding of USACE, BOR, and federal procurement processes, including contracting, proposal preparation, and regulatory compliance. (required)
  • Demonstrated success in developing and winning federal contracts. (required)
  • Technical expertise in HTRW and ERS scope elements, including multi-media investigations, remedial design, and remedial actions. (required)
  • Experience managing multi-disciplinary project teams and subcontractors. (required)
  • Excellent leadership, communication, and client relationship skills. (required)
  • Ability to work in a fast-paced consulting environment, handling multiple proposals, projects, meeting deadlines, and traveling as needed. (required)
  • Valid U.S. driver’s license and a satisfactory driving record for business travel. (required)

This opportunity will be posted for at least five days. Below are the potential compensation ranges that we in good faith believe are applicable for this role at the time of this posting and are only applicable for jobs to be performed in the specified location(s) below. The typical base salary range for this position is just one component of Geosyntec’s total compensation package for employees. Actual compensation will be determined based on education, experience, skill set and location.

  • Minimum Salary: $124,620/year / Maximum Salary: $196,275/year (Sacramento, CA, Seattle, WA)
  • Minimum Salary: $130,280/year / Maximum Salary: $205,190/year (Los Angeles, CA, Oakland, CA)
